You can either download the apps through a WiFi connection or through a 3G/4G data connection from your mobile carrier. There is no way to connect to the Google Play Store without an active internet connection. Should you be denied access to the Play Store for some reason, you can download the APKs onto another device and sideload them onto the desired device using the built-in package installer coupled with a file browser such as Astro. Though if the app is a paid app, you will not be able to use it with the offline device.
As an alternative, consider using the Amazon Appstore. It has much of the apps the Play Store offers at competitive pricing and does not require proprietary Google Apps.
As a side note, DO NOT pirate apps under any circumstance. A vast majority of pirated or "cracked" apps will infect your device with malware and cause undesired operation. Most will not function correctly at all. Additionally, app piracy causes undeserved losses from developers who rely on the income provided by app purchases.
