Connect to the PSN from the PSP's menu bar. If the game is available on the PSN, you can purchase and download it from there.
You can not, you download PS Vita games that you store on the PS3. Vita will not play PS3 games
Yes, but not with the PSP's Universal Media Disk (UMD). You can download them off of the Playstation Store, though. The PS Vita will have a different form of media that Playstation says is better and can store more memory.
No the PS3 games are not able to be run on the PS Vita. At a Electronics show an individual has said that if the Vita was used to run a PS3 game the Battery would last less that 5 minutes and the PS Vita would be too hot to put in your pocket. While I know that people would like console game to run in portables right now what the PS3 console does is work with the PS Vita to store your games and provide a storage area. You can download PSP games into the PS3 from the Playstation Store and play them in your PS Vita

The vita can be a controller for the PS3 like the PSP could, but does not have the power to actually play any of the games.

You can't use a PC, you either transfer certain titles from a PS3, or get them directly from the PSN.
Only if the game has been specifically ported to Vita. The Vita, while powerful, could not handle most full PS3 games. However the Vita version of Rayman Origins is practically identical to the PS3 one, with some graphical tweaks, and touchscreen capabilities. Sly Cooper: Thieves in Time is identical enough that you can 'cross play' - play the game on one, and continue from where you left off, on the other. You even get the Vita version for free when you buy the PS3 one.
