You need to specify if it is a steel, wood or fiberglass door. Insure the door frame is square and solid. After checking that, move on. For a wooden door, it is possible to pull the hinge pins and remove the door so the bottom can be planed a touch. It's tedious because to do it properly, the door should be rehung and tested before a great deal of material is removed. It may take a couple of "test fittings" to get it right. The rule is that you can always take more material off, but you can't put any back on. Patience and thinking through the job are the keys. Insure the hinges are solidly fastened to the door and to the jamb. In older doors, they work loose. I had a problem with a window and a door that was close to a forced air floor humidifier. The moisture made the wood swell up. I moved the humidifier away from there and the problem cleared. I later resealed the door and window with primer and repainted both. On a wooden door or frame high spots on the door will score the frame paint and show you where to do some sanding of the wood high spots.
