There are multiple tactics to try to keep cats out of your flower bed. You can try to 'sabotage' your garden with a motion detector that makes a loud noise when triggered. A honk or anything startling. Cats hate being startled. You could also try having it spray water, like an auto-sprinkler. Pet stores (especially specialty ones) may have these. If you can't find some kind of motion detector or automatic device, rig something up that will startle or squirt the cat when you see them go into the garden. Something like a string tied to a metal can with bolts in it that you can make rattle or drop when you see the cat going where they should not. An air horn or whistle could be used too. The trick is not to let the cat see you do it. It cannot be allowed to associate you with the noise/whatever but associate his act of going in the garden with the noise. Another idea would be to put chicken wire, tin foil, and/or pointy stones or something around the garden, or in it randomly, just under the dirt. They won't like walking on it.

try moving its litterbox to somewhere near the plant and it will perhaps see that and pee in it instead, or try moving ur plants to somewhere where the cat finds it hard to reach and therefore it will have to use the litterbox, make the litterbox appealing :) this should help.

First, take the cat to the vet. Neutering or spaying the cat will usually stop the cat from spraying everywhere, unless it has become a habit.

Place litter boxes in places where he/she should not be doing his wee-wee or poo-poo. If you can't do that (like if your cat is doing his/her business where you have to walk), make the place where he's going as unattractive as possible, and the spot where he's supposed to go as attractive as possible.

Put a rug under his litterbox, and don't clean the box too often. Turn the place where he's going into a feeding station; he won't do his business near his food. Place the litterbox in a quiet, easily accessible place (young kittens and senior cats don't like going up and down stairs a lot). Remove every bit of evidence of his urine from the place he's been using (don't use cleaning products containing ammonia, they'll smell like pee to the cat and he/she will attempt to cover it by peeing again), also, you can temporarily put aluminum foil in the place where the cat's not supposed to go (they don't like the sound or feel of aluminum foil, so they'll avoid the area. Also, spraying lemon scent will repel a cat.

Any sudden changes should always be checked over by a vet first, to rule out any medical reason. However, if the cat is otherwise healthy, the best way to stop the cat's inappropriate urination is to find out the reason why it is doing it.

One sure way to fix it is to have them spayed or neutered. Inappropriate urination is a cat's way of marking its territory. However, cats will urinate outside the litter box for many reasons: Stress, the box isn't clean enough, has been moved, sudden change in litter, sudden change in household, or even has developed a bladder problem.

Stress can cause a cat to look for more safe places to toilet. Many cats prefer a quiet, out-of-the-way place to do their business, and will look for a better spot if they feel the place where the litter tray is is not safe anymore. A sudden change in the household can do this, also.

Some cats are picky and do not like sudden changes to their litter box, or will refuse to use it if they feel it is too dirty.

If the cat is urinating more frequently than normal, and in smaller amounts, or straining to go, then the cat may have a bladder issue and should be taken to the vet immediately. Much like UTIs in people, these problems are very painful to the cat and thus associate pain with the litter box. The cat will often find softer places to use to try and relieve the pain. A vet will be able to determine if there are any blockages and will often treat with antibiotics and painkillers. Increasing the cat's water intake is also highly recommended.

For the most part, steps will need to be taken to help the cat settled and using the litter box again. Cleaning any soiled area with a solution that will remove ammonia will help; the ammonia from the urine acts as a marker, which will lead the cat to go in that same spot again and again. Avoid using any cleaning products that have ammonia in. Either blocking off the area or putting down an extra litter box near (or on top of) the cat's new urination spot is often the next step and, if desired, gradually move the box into a better location.

For stressy cats, Feliway is recommended. Feliway emits a natural pheromone which helps in keeping cats calm and works on the majority of cats. You can get this in pet stores or at your local vet practice.

You didn't say whether the cats going into the garden are your own cats or some other neighborhood cats. To keep out neighborhood cats, use a fence. To keep your own cats out of the garden, a closed door should work.

Of course, Fencing in your garden can be expensive, so perhaps this solution does not appeal to you. You could also plant thorny plants on the boundaries of the garden. Raspberry bushes are amazingly thorny. Nobody messes with them.
