How do you get to the front bottom signal bulb on a 98' Chevy Cavalier?

Assuming the 98 is no different than the 99, you have to jack up the front side with the bad bulb, easier if you remove the wheel, and then remove the splash guard along the front of the fender. It has about 12 screws. With the removed, or at least loose enough at the front end, pull it down, reach in and grab the bulb housing, twist, and it comes out. Rather awkward but that is the way to do it.
