You're totally being played.
"Sent his tourist visa back home?" What is that even supposed to mean? There's no valid reason for anyone to ever "send" their visa anywhere. Sounds like an out and out lie to me, and if he doesn't have a visa, then he's in the country illegally and is not just a liar but a criminal.
Assuming you still want to marry this lying scumbag (bad idea!!), your best option is for him to leave the country, then obtain a marriage visa to reenter. If he's in the country legally you could go to Customs and Immigration Services and ask them how to proceed. In fact, you should do that anyway. Make him go with you. Just don't sit too close; you don't want him to be able to use you as a hostage.
Get married and he can apply for a residential visa through marriage.

marrying on tourist visa is a bad idea. that is exactly what consulate officers look for. when you are on tourist visa, be a tourist. dont look for marriage or jobs. better tourist visa holder goes back, you go to that country, marry there and come back after applying for h4.
Good question. In general, marriages which are legally performed and valid abroad are also legally valid in the United States. The embassy or tourist information bureau of the country in which the marriage will happen is the best source of information about marriage in that country.
Antigua, Lake Atitlan, Tikal, Rio Dulce and many more.
The same as anyone wishing to be married in the state. As long as the foreign national has the required identification the couple may apply at any state office that issues a marriage license.
The Pacaya Volcano mostly, but if I don't know any man-made landmarks.
Your marriage will be recognized if it was a legal marriage and as long as it does not violate any laws in your new home. For example:A plural marriage would not be recognized in the US where you can only be married to one person at a time.A same sex marriage would be recognized by the state of Massachusetts because the state recognizes same sex marriage. However, it would not be recognized by the federal government nor in any state that does not recognize same sex marriage.
The marriage license in Harris County, TX (Houston) costs $71 and must be applied for 72 hours before the ceremony and is valid for one month. A passport and tourist visa are accepted as proof of ID. This does not mean that the marriage is legal in El Salvador, or does it change your status in Texas or the USA.
