Sash windows often have paint build up between sash and frame. Solution is to strip this paint off and repaint using just primer and just enough paint to look ok, but not more.

Sometimes its possible to just cut a few high spots of the existing paint back without exposing any wood and have it slide acceptably.

For a quick POSSIBLE improvement, rub a wax candle in the groove that the sash rides in. The wax acts a lubricant. Avoid colored candles- the wax shows.
