hook up a fuel pressure gauge to injector rail measure pressure with engine running,then pull vacuum hose off regulator pressure should jump up about 10 psi. also make sure fuel is not leaking from fitting.this indicates a ruptured diaphragm in regulator, also make sure it holds 18inches of vacuum with a vacuum tester
You may have a bad fuel pump relay or a blown fuel pump fuse.
likely cause is unburnt excess fuel. now need to look for the cause why the fuel is not being ignited or not ignited properly or why the fuel air mixture is so rich. could be a bad spark plug, wires, coil, bad fuel injector. etc.

your distributor usually just connects to your oil pump to help circulate oil around the engine, if your fuel pump went bad at the same time it might just be a coincidence or your bein ripped off.

The vehicle will have to be cranked a few times to get the bad fuel out of the far end of the fuel delivery systemif you have a safe way of collecting a sample from the fuel rail (like a fuel rail test port with a green cap) you can take samples there by switching the ignition from off to run several times until the fuel is clean.
Amazingly like a good fuel filter. Most fuel filters nowadays are sealed units where you replace the entire thing, not just the inside filter part, and you can't even see the filter itself without cutting it open (at which point you can pretty much take it for granted that it's NOW a bad fuel filter).
Have a fuel pressure test run. This will tell you if the fuel pump is bad.
Check the fuel filter. If your pump went bad, there's a good chance the filter is now very clogged.
If it's been sitting in a garage for three years, probably the fuel has gone bad. You may have to drain the tank and replace the fuel filter and refill with fresh gasolene.
