Start by selecting appropriate colours. They if you are painting light on dark you will need a white paint to use as a mist coat (50 -50 paint and water if using water based paints) if going darking the same process using a darker paint to drop the colour as a mist coat.

Start by filling cracks and holes then lightly rubbing down walls with a fine sandpaper to make a key for the next coats to attach to.

Lay floor covering

Apply the mist coat to the walls and allow to fully dry

Check all walls again for any dirt specks sand lightly once more

Start by cutting in around the room( use a 2 inch quality brush to get to straight edges i.e. adjacent to ceiling . if required use a masking tape if you are not confident brushing straight edges

Using a medium lambswool roller roller the way using the "W" pattern

Allow to fully dry and if required apply 2nd coat

Strip paper. Remove what you can then spay wall with hot water solution of fabric softener. While wet scrape off excess paper and glue with plastic scraper. Keep water hot in spray bottle by placing spray bottle in bucket of hot water.

When paper is removed clean wall with light cleaning mixture of ammonia and hot water to remove any left over glue or wax residue. (just enough ammonia to give a light smell)

let dry,,, light sand if grain is raised from water.

Prime with stain blocker primer,,, Kilz, Problock, etc. Latex primer is fine and easier to clean up.

Topcoat with good latex paint.

Clean brushes

You really shouldn't. The wallpaper should be removed with a good quality wallpaper remover mixed in very warm water.

If you just can not get it off,you'll need to sand all of the proud edges (any place the paper stands higher than the drywall surface), and then apply a very good primer. My best suggestion is Kilz (Kilz II is not as good as the latex base tends to react with the remaining paper) then go ahead and put your finish coat on.

I painted my house last summer. Scraping the old paint was the toughest job. It took a long time. I had two or three different scrapers and did a really good job. Then, you sand it with an electric sander. I primed it with latex primer and painted it with latex paint. There are a lot of Do-It-Yourself websites. That's where I learned it from. As long as wallpaper is adhering soundly to the wall, you can paint wallpaper with a latex paint. However, if it may not adhere well if it there is a non-stick coating on the vinyl surface. If so, use a high grip primer prior to coating with a latex paint.

Orange peel texture is made with drywall compound sprayed on the wall and then knocked down with a trowel. You can't do it with paint.

If the paint scrathes off easily then it wasnt prepped properly. I dont recommend polyurethane over paint that is peeling. Your best bet is to prep them properly and repaint. First strip all the old (new) paint that is peeling down to bare wood. You should prime with a good oil based stain blocking primer like Kilz. After that fully dries any good paint will do, but an oil based paint will hold up better over the long haul. If you decide you are going to try and coat the existing job, then use varnish instead of polyurethane. But I highly advise against doing this.
