You identify what you goals are and write them down.
You then think about what you need to do to get to those goals and write out the steps you have identified.
You then think about which steps need doing before others and put all the steps in order.
You then think about how you would measure the fact that you had successfully achieved each step and what you will have to do if you have not (a contingency) and write all this down
What you have now written down is a meaningful plan to achieve your goals.

Setting a goal is simple. It is reaching that goal that takes a little work. If there is something you want to accomplish or achieve then that in itself is your goal. For example say you want to start your own business's. Then the goal you will set for yourself will be to start your own business.
Now, lets talk about how you would reach that goal because that can be one really lofty goal. So what you need to do is to break your goal down into smaller more achievable goals.
first ask yourself a few simple questions like
1. what kind of business you would like to start?
2. what am I good at?
3. what will sustain the current market?
Once that is done break it down into smaller goals. Lets say you decided to start a website that sells graphic tees. your smaller goals might look something like this.
1. research Web Hosting companies.
2. decide on a web hosting company.
3. research and decide on a graphic designer.
3. brainstorm ideas for unique graphics for your t-shirts.
4. research and hire a web designer.
5. network with fellow t-shirt resellers.
6. and so on and so on...
Just remember the best goals follow the following rules.
1. you believe you can achieve them.
2. they are a challenge but not impossible.
3. they are your goals and not the goals someone else set for you.
4. it is something you are passionate about.
5.your goal is specific.
6.you can easily measure your progress.
7.you set a time limit for attaining your goal.
Decide what your goal is. Work out what you need to happen to achieve that goal and how to make that happen then work your butt off. Ie I want to be a Dr. What do I need to be a Dr? I need to go to University and study medicine and get the right degree. What do I need to go to University? Good grades especially in subjects like Biology, english, math.. So I see my Career Advisor at school to double check which subjects I should take then I work hard at those so that I can get into a good school (especially if I need to earn a scholarship) then I work my butt off at uni so that I can graduate and start working as a Dr. You start by believing in yourself and you break the goal down into small task. Then you write your goals down and set dates for yourself and when you expect it to be done. Stay focus and if it includes money. Start to put money aside like you are paying yourself. Before you know it ,that big goal doesn't seem that big when you do it a way that gives you a sense of control and take it one day at of time.
Focus on it, start with easy things, and work to the harder ones.
Don't get distracted by anything, and take you're time.
I was taught to follow the SMART rule for setting goals. Goals should be specific, measurable, achievable, realistic and time-targeted.
