The padding is simply stapled to the subfloor in most cases. If it is stapled down, just rip out the padding in pieces as large as possible. There will be small pieces of padding still stuck to the staples. Now you can either pull up the staples one by one using a staple remover (this will take a long time) or there is a scraper tool you can buy at home improvement tools that you can scrape along the floor to remove the remaining staples and padding.
