Remove the ring bezel from the front of the dash by gently pulling it.
Then lift it over and to the left of the steering wheel and all that,
would be holding it will be the light switch it self, then just unplug it. Remove and relace the same way you did up till this point.

The problem is most likely in the dimmer switch. Un plug the wire to the bulb and test for voltage with the dimmer switch in the hi beam position.
