Wow! I can't believe nobody's answered this question. I need the answer too!
There is a small access hole near the bulb, but it's too small for your hand and the bulb is too far from the hole to use much force with your fingers.
I've tried removing the whole assembly, but can only find one screw on top. When you remove the screw the assembly seems somewhat loose but won't come out.
There must be an easy solution for such a common replacement item. I have a 1998 Accord LX.

Might I add to this.
Yes, starting off with the screws on top is part of the process; however, there are hidden screws on either side of the assembly as well. In order to access these 10MM screws, you would need to remove the front bumper. As with Civics and Accords, there are typically 2 bolts on the bottom, a screw on side side by the wheel well, and 2 more screws (that pop in or out) directly under the front of the hood that hold the bumper into place. It's a hassle to just change the corner bulbs!

If a turn signal does not blink on a 1996 Honda Accord that it is time for it to be changed. To change the bulb and locate the light housing and remove the older light. Replace the light.
To replace the light, it all depends on the year of the Accord. I have a 5th gen(94-97), and I know how to replace the 4th gen(90-93)

There was not a 1999 Honda Accord LXi made. Do you have a 1989 Honda Accord LXi?
It is located in the fuel tank. The tank must be removed to replace it.
