No special tools, just a matter of squeezing nylon clips to release filter. One bolt holds the assembly in place. Just snap filter back onto fuel lines making sure the clip locks into the filter (should hear a click). Install bolt to secure filter back in place.

I can best reach mine by lying down with by head at the rear of the passenger side front tire. Looking through the frame, you should be able to see it. It's a little tricky to reach, but not too bad.
