First, you make sure you have a diagram of the path of the belt! You can get it from a book, the inside of the hood or make one yourself. Then remove the belt. The nut you used to relieve the tension to remove the belt should remove the tensioner, itself. NOTICE! Some auto parts stores have TWO very similar tensioner pulleys! On my first try the cupped washer on the tensioner bolt rubbed against the radial support ribs on the pulley itself destroying not only the pulley but the belt, also! Be SURE that the new pulley turns freely when the bolt is fully tightened!
You need to turn the automatic(spring loaded) tensioner to release pressure on the belt... the library may have a manual for the details free dave

If the tensioner isn't tight enough it's probably the spring. You can purchase a serpentine belt tensioner to replace the one that has become weak.
Loosen the tension on the 95 Buick Park Ave belt by moving the belt tensioner to one side. Using a socket and ratchet on the tensioner pulley, pull to the side an remove the belt. Install the new belt an release the tensioner to hold the belt into place.
I have used a socket with a ratchet handle. The ratchet will allow you to get more travel to move the pulley and get the belt off.

The PCV valve on a 1995 Buick Park Avenue is located on the top of the valve cover. Twist the valve and pull to remove and replace it.
You should not have to remove any brackets to do this. Near the top of the belt run is a pulley on a spring loaded belt tensioner; insert a ratchet or use a wrench to release the spring tension and the belt will come off.
