Generally speaking, if someone spends time talking to you, they like you. People who don't like you will avoid you. Of course, some people will talk to you purely out of politeness or because their job or social conventions require it, but such conversations tend to be brief.

Someone who:

• Seeks you out socially/comes up to you to say hello
• Seems interested in you--asks about yourself, family, etc.
• Watches you or smiles at you in public
• Often attempts to talk to you when you are alone

probably likes you, or at least can tolerate you. It doesn't necessarily mean they love you, though, so don't read too much into it.
Yes, you can, you can tell when they are shy around you and don't seem to want to leave you all the time. Here's some hints:

If it's a boy that likes you,

He'll touch his neck and studder his words a lot. He'll be shy around you and if his friends are near him, he will seem to want to be with you and not his friends.

If it's a girl that likes you,

She'll play with her hair and look into your eyes for a long time, she'll ignore her friends and try her best to get your attention. Even if it means dropping her pen in front of her and bend over to pick it up (Stupid, but some people do it).
If they always look at you and smile and seem shy around you!
