Mexico does not recognize Dual Citizenship.

Actually I read this:

"If you are an American because you were born in the USA, but have at least one parent who is a Mexican(or has both citizenships) you are also a Mexican citizen no matter what. If that is your case, the Mexican government (their consulate or embassy) would issue a document, card or passport stateting that you are also a Mexican citizen."

You must be 21 years old to apply for your parents. Simply fill out application for residency for your mother with the IRS.
