They were used long before the existence of Rome itself because it was the Etruscans who first developed this system of numeracy and it was the Etruscans that invaded and ruled the Romans centuries before the rise of the Roman Empire.

It was Pope Sylvester II, who was the pope in 999, and he was the first scholar in Western Europe to have learnt and taught the new system of numeracy that we use today known as the Hindu-Arabic numeral system.

However, Roman numerals were still favoured over the new numeral system up until the 16th century when in 1585 the idea of fractions were introduced using the new system of numeracy which was difficult using Roman numerals.

But Roman numerals are still being used today if only out of historical curiosity.
