From the end of July 1861 to the beginning of February 1862. After about seven months of training the Army of the Potomac was ready to be employed for the Peninsular Campaign. The operational Plan was communicated by letter to the Secretary of War, Edwin Stanton on February 2, 1862. The army started to be embarked on the transportation ships on March 17,1862.

General George B. McClellan was a master at training, organizing and gaining almost full loyalty to his soldiers and their commanders. In his attempt to make the Army of the Potomac an unbeatable army, he took about eight months. He was then satisfied they were ready for combat.
When Gen. Lee reversed in one week what took Gen. McClellan about 3 months to achieve. The date would be July 1, 1862 after the Battle of Malvern Hill.

On March 13th 1862, General McClellan was called to Washington DC. He submitted the Peninsula Campaign. It was his plan for the war, and how to win it. it said that he would capture Yorktown, and then work his way down to Richmond, which was only 25 miles away. from there he would take over the Confederate capital, and end the war. On June 25,1862,with Union troops within about 7 miles of Richmond, General Lee launched the Confederate attack to repel the Army of the Potomac from Richmond's doorstep. In Seven Days of fighting the Confederates reversed what had taken McClellan about three months or so to accomplish. On July 1, 1862 the Battle of Malvern Hill was fought,after which McClellan withdrew from the Peninsula.
General George B. McClellan had two strong points. He knew how to train an army and he was excellent at multi-theater strategy. He spent 8 months drilling his new Army of the Potomac. They were in top shape due to his meticulous drills and marching techniques.As an aside, McClellan had the weakness of being a poor tactical general.
