If we are discussing Texas style chili or similar, we must know what age/size are the 400 people. Considering a range of all ages and sizes, I would use a ratio of 1 gallon of chili for every 10 people if all are adults and adjust the ratio from there. This would allow 12.8 ounces (1 1/2 cups +) per person.
40 to 50 quarts, depending whether the people eat a lot or eat little.
50 quarts would give each person 2 cups of chili to eat.
It depends on how many ounces you are serving. If everyone gets one cup of chili (8 oz.) the answer would be 40. Adjust accordingly for smaller/larger servings.

35 cups is 8.5 quarts.
bottle of hot chili sesame oil is 5 fl oz, 148 mL!
4 gallons of not-so-good chili would fill 16 1-quart containers. However, if the chili is any good, there won't be 16 quarts left -- the "sampling" will considerably diminish the quantity available to put into containers.
Does it not depend on how hungry they are and what else there is to eat? ---------- Our recipe makes about 2-1/2 gallons, and when served with rice and french bread, it will typically feed 10 couples.
