If we are discussing Texas style chili or similar, we must know what age/size are the 400 people. Considering a range of all ages and sizes, I would use a ratio of 1 gallon of chili for every 10 people if all are adults and adjust the ratio from there. This would allow 12.8 ounces (1 1/2 cups +) per person.
