In order for a change to be made in the constitution, 3/4 of the states must approve. There are 50 states, 3/4 of these would come to 37 states needing to approve.

The constitution was ratified because the Articles of Confereration was not working. The system was not able to protect the colonist pursuit of life, liberty and the happiness. Their were many problems. Each state had their own curency of money and required that form of money to be used. The states were independant and their was a powerful national government.
