Rutherford Hayes became President because he make a deal with the southern States to pull the troops out of the south if they would cask their elector votes for for him and this would take away the protection of the newly free Black people. Rutherford B. Hayes and George W. Bush did not win the poplars but, they both became president because of the elector votes, so poplar votes did not win election.

It's actually happened before. Rutherford B. Hayes was the underdog candidate of the presidential election of 1876. In that year the president needed 185 electoral votes to win. His opponent, Samuel J. Tilden, had 184. With four states still contested, Hayes supporters rallied to the booths and... no one won. Eventually congress had to step in and vote on a winner. Hayes won. For the rest of his political career he was known as Rutherfruad B. Hayes and His Fruadulency.
