When you plow using the tractor, you plow 4 cells of lot or 4 lots and it cost 15 coins per lot. So that's 60 coins when you plow using the tractor.
You can't buy land... You can expand, but you need lots of money.... And the only way you can plow land is if you have enough room, and enough coins.
To fallow/plow land, it costs 15 coins per square. You can also just leave the land un-plowed and it will not cost you anything. However, you won't be able to grow anything if you don't plow it.
When You Plow, You Need 15 Coins Per Plot Plowed, so that costs money. When You Buy Seeds/Decorations/Anything Else, It Will Also Cost Coins.

just use the plow tool and you will have more areas to plant and upgrade your famr to a bigger area for planting and depending on how much money you have it cost for each plot and if you do not have enough money it will not let you plow.
