Military salaries are based on rank and time in service. But overall, it is possible that they would qualify for food stamps early in their career.

Like any sailor, they receive pay and allowances based on time in service, rank, job specialty, marital status, and housing status. In addition, they also receive hazardous duty / combat pay.
Bottom line is that it's different for all sailors, not just SEAL's. Everyone's service status is different, and really about the only time you're actually equal in pay is when you're in boot camp.
I will say this; the amount of money they earn isn't near enough for the dedication and extreme training they put in to maintain their high state of readiness. On the flip side though, like all of us who've drawn hazardous duty pay for dangerous Navy jobs, the action, destinations, and cool toys you get to play with tend to make up for the lack of money.
In other words, no one does it for the money, because it just wouldn't be worth it. The job allows you to do things that very few people on the planet can say they've been able to do, and that's worth a lot more than money itself.
