Completely depends on the individual radio station, how many listeners are within the sound of its programs, and how many of those actually listen to that station (the station's 'ratings'.) The more people listen to it, the more a commercial spot will cost you.
That depends on who the show is being produced for. If the radio station is hiring the producer to create the program for their exclusive use then the station pays the licensing fees. If the producer is leasing the program to a number of stations then he/she pays the fees and builds that cost into the charges to the various stations.
Nope, FM radio on phones doesn't use any data plan or money. If it says the headphones work as an antenna, it's free. FM radio would just connect to a radio station. AT&T Radio does need a data plan and will cost you money.
If by "use" you mean to purchase air time, the cost varies with each station. Call the station you're interested in "using" and ask to speak with their Sales Manager. Tell them what you're interested in doing and have them send you a "rate card."
try an internet radio station, you need software to cue up the tracks (mixxx is especially good), something to convert it into an mp3 file (try LAME), and a broadcast server (caster beta gives you one for free). just follow their instructions and you will have a radio station that will only cost as much as the internet does. and someone on the bus has to have a mobile wifi connection. caster beta actually is coming out with a mobile site soon, but students can still access the desktop site
