If you have groundwater and want to build an inground pool you need to install a "well point". a Well point is a plumbing line which runs underground and pumps out "ground water" under the pool. Once the pool is filled you do not need to worry about the ground water as much. the water in the pool pushes OUT as ground water pushes in.

If a pool is left empty ground water can build up underneath it causing the pool to start to float, Whenever a pool is drained a way of getting rid of ground water has to be set up otherwise there is the risk of this happening.
When draining a pool take care that there isn't enough ground water around the outside of the pool to lift it out of position, even a concrete pool will float on ground water. and once they are lifted out of the ground you are in big trouble.
You have to be careful about emptying any in-ground pool. Normally they have a hydrostatic valve in the deepest part of the pool in case there is ground water built up around the outside of the pool.
