I'd say a gallon or so should do it. But you really need to address what's causing the odor to begin with...is it food scraps? Or just dirty water getting dumped down the drain? Slow draining pipes? Modern Plumbing/pipes are supposed to be "vented" to vent out odors through the roof of the building...I'm guessing this isn't the case for this scenario? Otherwise, I'd say try 1 cup Baking Soda, 1 Cup Vinegar; let it sit in the drain for 30mins to 1 hr, then flush a tea kettle full of boiling water down the drain. That should kill any bacteria down there causing the odor :)
The drain from the washer to the main line is getting plugged and the floor drain is easier. Drain cleaner in the floor drain should take care of it.

I would say that if water had never backed up in your floor drain, then backed up even after you had the drain line snaked, Roto-Rooter didn't do their job. Once a drain line is cleaned, it should drain like it did before the stoppage. As for plugging the floor drain, it is there for a reason, I would not plug it. There are several items manufactured that will allow a floor drain to drain but if the line starts stopping up they will seal the drain off to prevent water from coming out of the drain.

If this a newly built pool then have the company that built the pool ~ or the plasterer ~come back out and finish their job of prepping the pool before the start up. Whatever it takes to clear the main drain of the cement is their job and they have shirked their responsibility. If they say they have to drain the pool this then that will be at their expense. There should be no charge for this task and they should also pay for the water to refill the pool. k
