This depends on the level of maturity of the child. A judge can take a child's testimony into account during a custody hearing if he or she believes that the child is old enough to make an informed decision. The ultimate decision, however, comes from the judge, and is almost never left solely up to the child.
Legally 18. The parents are legally responsible for the minor until the minor turns 18. If the parents and the minor agree that moving to a different location would benefit each or either, that is between them, and the law would not become involved, unless a third party complained that the minor was being neglected in some way. Minors who 'run away from home' are returned to the legal guardian unless it has been established that being under state care would be more beneficial to the minor. An exception to this rule, is a pregnant minor. Once the child is born, the minor mother becomes an emancipated adult, and is then responsible for her new child. Her parents then have no responsibility to take care of her or her new child. You can petition the court for a declaration of emancipation if you are young and have a baby, though.
