Hold down the top lock button and the home button down until the apple sign comes up on ur phone, once this comes up release the lock button at the top but still hold the home button until the connect to iTunes screen comes up, once that screen comes up continue holding the home button and insert the iPhone cable to connect it to iTunes, once connected let go of the home button and iTunes will register the phone. Click restore phone, this takes a while but it takes the passcode etc off
If its found then the owner is owns the phone and you have a moral and legal duty to attempt to give the phone back - try taking it to the local police as many people will report it as lost - stolen
My sister too recently found an iPod on the side of the road and it took forever for her to unlock it. It doesn't work if you connect it to iTunes and go to the "options" button since the computer you are syncing it with isn't the "home" computer.
I PROMISE you this works:
1. Connect iPod to computer with a USB cord
2. Once you are connected to iTunes it will say you cannot sync because you haven't unlocked you're iPod-this is OKAY! Actually this is good.
3. Turn the iPod off (keep it connected to the computer, do NOT unplug)
4. While the iPod is off press and hold the home button until an image of the iTunes logo and a USB cord pops up
5. You then wait and it will connect to your computer and you have to update and restore it, this may take a few hours but will get you a new iPod that isn't locked.
