If both you and your sister would prefer this arrangement, you can go to court to petition to have the legal guardianship changed. She's obviously unhappy where she is, and you are a blood relative; both of these are factors in your favor but working against you is that your father specifically chose these other people over you for some reason. You should talk to a lawyer specializing in family law.
