In the event you did not want the service of EMS and declined transport, I don't know of any companies who charge for response without transport. The charges are always, in my experience, from the transport and services rendered there. If people were concerned that calling 9-1-1 for an unconscious person would get them sent a bill, no one would call 9-1-1 and a much higher number of people would die. Just be happy someone cared enough about you to call.
