The intermittent wiper relay is helpful when only a light rain or mist is present. It causes the wiper motor to only operate once every few seconds.

The wiper relay sorts out the intermittent wipe and the parking of the wipers it's blue 6 pin it's right hand side of fuse box behind glovebox :)
The wiper relay is behind the fuse box which is under the dash to the left of the driver side, its huge. also the flasher is down their and some other relays are their as well
There are actually 3 relays on the 03 accord for the wiper system. Washer motor relay, Intermittent wiper relay, and windshield wiper High relay. The manual shows them to be located in the relay control module. There is two locations for relays in this accord with the first in the same location as the fuse box (above) it hidden behind the kick panel. There is another relay box under the hood close to battery. I do not know which box has the relays for the wipers, I will post back when I learn more.
It's in the fuse box on the left drivers leg, under the dash area.
There aren't any switches to check/replace i.e. wiper switch, wiper relay therefore it must be a bad motor.
It depends entirely on the vehicle manufacturer, year and model. Your best information would be in a shop manual of some kind or perhaps you could go to the dealer for that information.
