It's in the fuse box on the left drivers leg, under the dash area.
Most likely a short in the wiring or you could have the Intermittent Wiper setting on.
On my 2000 xk8 you keep the setting on the first click, this may be the intermittent setting, just leave it there. When you get into your car with rain already on the windshield you must first pull the stalk toward you, it will then re-sense the rain hitting the windshield. Jems
it seems to me that you are having issues with the body control module as this module controls your intermittent wiper speed and the rest of the speeds are controlled directly by the wiper switch . regards , ashish

Most vehicles have settings that allow for circulated air to function as a defroster, cooler, or heater, and can be adjusted to come out by the feet, the multi-directional vents (around chest level), and those near the windshield and windows (or sometimes a combination of those locations). The only setting where the air is only blown by the windshield is defrost.
IIRC Volkswagen originally called for .004 intake and .006 exhaust on that engine. John Muir, who wrote "How to Keep Your Volkswagen Alive," always recommended setting both valves to .006, and VW eventually agreed.
