"Cats" is a great musical. The kids would love to see kitty cats dancing on stage and having a great time! But your child might get scared. And some adults too! The plot is very difficult to understand but it is quite enjoyable. Enjoy!
It would really depend if that four year old was easily scared. While it is not inappropriate in any way, it is a darker set and the costumes may be a bit frightening for a small child. Also 4 is very young for a 2 Act Broadway style musical.
Think of it as Andrew Lloyd Webber electrifying T.S. Eliot's poems.. but on a four year old level I can understand that...

It depends on what you consider appropriate. If you consider it ok for your 11 year old to see simulated sex on stage as well as heroine use, smoking a bong and then drinking the water, then by all means take your 11 year old. The show starts out with a song and then the 1st line of dialog spoken is about masturbating ones self into oblivion the night before and forgetting to shower.

The TV show is appropriate for 15 year old. Considering that its animation, may children will take it as a normal cartoon program. However, if it affects the children, a parent can restrict a child to view it.
