Yes and no, it depends on what you view as totalitarian. In the classic definition of totalitarian, he is not one because he cannot wield infinite power. However, many of the laws and policies that he has supported can be viewed as totalitarian. For example, with his healthcare bill he has sharply reduced American's basic economic freedom to purchase or not to purchase healthcare, such a thing is a basic economic right to purchase or not to purchase it, and no, healthcare can never be "free" you either pay for it out of pocket, through taxes (often paying more than if you had bought it outright), or through decreased quality of medical care. His economic programs have been similarly assaulting to freedom, for example, the debasing of our currency through "Quantitative Easing" which essentially makes every dollar in your bank account, checking account and wallet worth less because there are more dollars in existence (the US went off the gold standard years ago), he also redistributed billions in taxpayer money to large corporations because they were "too big to fail" without putting it to a vote of the taxpayers. His support of the FCC regulating the internet also leads us to a more totalitarian society than before he took office. So while Obama still has constitutional limits on his power, he has taken the US closer to a totalitarian state.
