If you're fasting, then why do you need to go on a picnic? It's not haram as long as you're not doing anything haram. But if you go outside to take your children or your friends to play outside that's fine.
I would say that it is best to use your time with Islamic activities, like, reading Quran, praying, charity work. I wouldn't recommend watching TV and browsing on the internet unless their Islam-related and you can benefit from it.
