Is it legal to tattoo a baby about 6 months of age in California I saw one today and want to know if I should try to do something about maybe calling child protective services...?

It probably isn't legal to do so for decorative purposes, though for purposes of identification, in these paranoid and fearful times, it may be.
The next big question... was it a real tattoo? I have seen some custom fake tatts that looked fairly real at a quick glance, and i doubt that there are many, if any, tattoo artists who would tattoo a child, let alone an infant with anything decorative, as the kid grows the tattoo would change shape with the stretching skin.
