NO, THIS IS NOT NORMAL. EITHER THE PAN GASKET IS LEAKING, OR THERE IS A SEAL LEAKING. THE PAN GASKET IS NOT A BIG DEAL IF YOU HAVE SOME MECHANICAL SKILLS. THE SEAL IS A DIFFERENT STORY. I HAVE REPLACED PAN GASKETS ON 4 Chrysler PRODUCT VANS OVER THE YEARS AND IT IS NOT DIFFICULT.

Chances are your, or the previous owner, or someone who has driven your vehicle, did enough neutral drops that the transmission is not wanting to grab any of the gears.
