No. The Pennsylvania DMV website states: "A licensed driver who is at least 21 years of age or a parent, guardian, person in loco parentis, or spouse who is 18 years of age or older and holds a driver's license must ride with you in the front seat of your vehicle at all times."
Please check the DMV website for information. You can give the DMV a call to verify that information or to see if your fiance would otherwise qualify as the supervising driver.
