Is the purpose of government always the same or does it change from time to time?

the only constant thing in this world is change and that's what we all need, as well as the government. what's happening inside the country is changing day by day, second by second and every now and then, there are laws need to implied and discharge, there are issues not just celebrities but also inside the politic world, and that explains why the government change from time to time. because time, changes too.

The correct purpose of any government is to serve its people. Specifically the people who voted the government into power and or those in the government appointed by the elected officials. With this main purpose established, serving its people, may cause changes in the way it does serve. Examples here are not all inclusive but serve as a guide to possibilities:

A. In time of war, the government places an emphasis on protecting its citizens; thus the primary purpose of the government must shift its attention to matters of war in place of its main focus before the war;

B. In times of an economic crisis, the main purpose needs to shift to address policies it may take or should not take to remedy the problem;

C. Should there be a government debt problem, a problem of major consequences, the government should focus its purpose to reducing the debt;

D. New laws or the emphasis of renewing the purpose of major legal changes that are required will change a governments' focus, i.e. its purpose.
