Yes. If it has two wheels and a motor and is street legal, then it requires the same kind of license endorsement as any motorcycle. It doesn't matter if it is a 50cc vespa or an 1800 cc Honda. Your safety course will train you on probably something like a 250 cc Honda Rebel motorcycle and you will take the test on something like that. It would be much harder to pass the test on a scooter, so be glad if you can take the test on something larger.
