Although various organs in the body have cells that secrete assorted hormones, ultimately "major" suggests the organ in control of the entire system, which would be the brain. This is true whether you are talking about reproduction, growth, metabolic function, etc.

For example, while the anterior pituitary and the ovaries both play roles in the female reproductive cycle, ovulation is ultimately triggered by a surge of GnRH (gonadotropin-releasing hormone) from the hypothalamus in the brain. This, in turn, stimulates the release of LH and/or FSH from the pituitary, which acts on ovarian cells to release testosterone and then estrogen.
