In theory, it's the Khalifa (Caliph/Califf), the "Deputy" of Mohammed, who leads the Faithful of the Ummah, the collective of Islam. Many people have assumed the title of Khalifa, but only the first four or five of them came close to pulling it off. There is no khalifa today.
