The only thing that will work with key OFF is the brake lights,head lights and emergency flashers. Dome light will also work.
ummm... your brake lights should ALWAYS work whether your headlights are on or not, that's how people behind you know you are stopping.
Fuse 7 controls the brake lights. It should be a red 10amp fuse.

The cruise system shares fuses with the engine and brake lights. If the car runs and the brake lights work, it is not a fuse.

If the bulb will not work the fuses under the dash should be checked. When these fuse fail the brake lights will not turn on.
The brake lights and the tail lights are separate circuits. Check the brake light fuse, then check the brake light bulbs, then check the brake light switch.
Blinkers can work without brake lights. Brake lights are activated by a switch that is switched by the brake petal and the turn signals are acivated by your turn signal switch on your steering column. The two are two separate circuits. I suggest you check out the switch on your brake pedal to see if it is working properly. It must have 12 volts applied to one side when it is not acitvated and 12 volts should be on both sides when it is activated. When the 12 volts is on both sides of the brake switch, it should apply 12 volts to your brake lights and then they should come on.
The most likely cause is a bad brake light switch (if none of the brake lights illuminate) but if its only one of the brake lights, try changing the bulb. Even if they still work as running or turn lights because they have a double filament and may still work partially, but not as brake lights.
