Actually there were two major issues that were decided by the US Civil War. The end of the Confederate rebellion made it clear that secession from the United States was eventually as being illegal. The Union's victory in the US Civil War also meant that slavery would be abolished in the US by the 13th amendment.
During the Civil War, the loss of life was a major issue as was the cost of the war. Another controversy involved the forced conscription of soldiers.
It was mostly fought in the South, but I'm not sure in what state the majority was fought in. About half of the major battles were fought in Virginia and Tennessee. However, the battles that formed the "turning points" of the war were in Gettysburg, Pennsylvania, and Vicksburg, Mississippi. The first battle was in Charleston, South Carolina and the last major battle was in North Carolina.
The Battle of Richmond was a battle during the Civil War in the United States, fought in August 29 of 1862 and lasting into the 30th. This battle was won by the Confederates, under Major General Edmund Kirby Smith.
