If the turn signal bulbs light but will not flash, the flasher relay is defective, replace it.

Need to clarify what you mean here. If you're referring to the lights themselves, both of the two bulbs in the top of the tail lamp housing are dual filament bulbs, which serve as parking lights, turn signal lamps, and brake lamps.
The 1997 Chevy Blazer shifter cable will have swivel nuts on each end of the cable. Connect the shifter cable and turn the swivel nuts to the right to install the shifter cable.
