No one has answered this because God doesn't approve of it. Moses allowed for a certificate of divorce to be issued when the man or woman committed adultery, but this was not Gods will. Moses did it because of their hardened hearts. If a marriage is struggling, God can restore it, but it takes the willingness of both individuals.
