No, in fact the European countries were in debt to the United States following World War I. Before the US had become physically involved in the war we had been pumping millions of dollars into Allied side at high interest. This meant that after the Allies had won the war the European countries would have to pay back the United States much more than the United States had invested. In fact, one of our greatest motivations for entering the war ourselves was fear for an Allied loss which would have resulted in the loss of our investment. For some reason after the two world wars we granted the Europeans free of their debts. Again a typical dumb american answer that the rest of the world does not agree with. Why is American historical education so backwards? The US did NOT forgive British debt after World War 2. the last installment of 45 million was paid off in 2006 news.bbc.co.uk/1/hi/uk/6215847.stm
