If the Atomic Bombs had not been dropped, then the Allies would have been forced to invade Japan in the event that the Japanese government did not surrender. Due to the massive amount of Propaganda that the population had been subjected to during the war, the general populace was led to believe that American soldiers were the devil, and that they would be murdered, raped, etc. This would have led to the population resisting by all means necessary, and often committing suicide as many Okinawan citizens did in 1945. Tens of millions of Japanese citizens would have been killed in the event of an invasion, along with millions of Allied soldiers. The comparatively tiny amount of under 254,000 that were killed as a result of the atomic bombs were a small price to pay considering the potential death toll. It was really the lesser of two evils.
