The most comprehensive federal special education regulations are the regulations for the Individuals with Disabilities Education Act (IDEA). The most recent IDEA authorization by Congress was completed in 2004 and the pursuant regulations for Part B (related to services for children age three to 21) were published in the Federal Register in 2007. While a notice for proposed rule making (NPRM) has been published for Part C (related to services for children birth to age three), the final regulations have not been published. The basic premise of IDEA is that children with disabilities (as defined in the law) have the right to a free, appropriate public education in the least restrictive environment possible. Each student with a disability is afforded an individualized education plan (IEP) which is created by an IEP team including education professionals and parents.
